Ryan Jordan

Director of Community Relations & Public Safety

With more than 20 years of distinguished service…

in law enforcement and emergency services, Ryan Jordan leads Community Relations and Public Safety at Flowers Plantation. A former Chief of Police, he holds a degree in Criminal Justice and is a state-certified Specialized Law Enforcement Instructor with an Advanced Law Enforcement Certification. Ryan continues to serve as a police officer and instructs law enforcement courses, underscoring his enduring commitment to the field.
 
Complementing his policing career, Ryan brings over 24 years of Fire and EMS experience. He remains an active firefighter and is a certified First Responder, CPR, and AED Instructor—credentials that inform his strategic oversight of safety initiatives and community outreach programs throughout Flowers Plantation. Ryan is married to his wife Melanie, and is the father of 3 daughters.

Maurice Givens

Public Safety Officer

Maurice Givens brings over 15 years of security experience to Flowers Plantation’s Public Safety Division…

He has worked a variety of security assignments throughout his career—yet he believes that approachability and strong community ties are as vital as vigilance. A lifelong North Carolina resident, Maurice was born in Raleigh, raised in Garner, and now lives in Flowers Plantation with his wife and family of 5!
 
Beyond his patrol duties, Maurice is passionate about sports and film—particularly rooting for the Baltimore Ravens each football season. He welcomes the chance to connect with residents: if you see him on patrol, don’t hesitate to say hello and help us keep our community safe.

Andrew Medley

Andrew Medley serves as a Public Safety Officer at Flowers Plantation, bringing a well-rounded…

background in law enforcement and public safety with over 5 years of experience. Andrew currently works full-time as a Federal Probation Officer, where he plays a vital role in upholding public safety and supporting community reintegration efforts. A graduate of the Federal Law Enforcement Training Academy, Andrew distinguished himself by earning both the Top Gun Award and the Officer Safety Award—testaments to his skill, discipline, and dedication to the field.
 
Andrew holds a degree in Criminal Justice and has earned multiple certifications, including Adult Mental Health First Aid, First Aid and Trauma Kit Response, and CPR/AED. He has also completed specialized training in rapid response tactics and verbal de-escalation, underscoring his commitment to preparedness and professional growth.
Driven by a strong passion for serving others, Andrew takes pride in supporting safety initiatives within the Flowers Plantation community. He is married and enjoys spending quality time with his family. In his free time, he enjoys playing golf and staying active through regular exercise.

Bailey Pope

With 17 years of combined experience in law enforcement and private security, she brings a wealth of knowledge, professionalism, and an unwavering commitment to ensuring the safety and well-being of her community. Outside of her professional duties, Bailey is married with 3 children, balancing her career with a strong focus on family.

Joseph Biundo

Public Safety Officer

With over four decades of dedicated public service, Joe brings a wealth of experience…

in emergency response, law enforcement, and community leadership. He retired after 25 years as a police medic, where he provided advanced pre-hospital care in high-risk environments, supported tactical law enforcement operations, and responded to a wide range of medical emergencies in the field. His dual role required quick decision-making, resilience under pressure, and a strong commitment to both public safety and patient care. Joe also worked 10 years as a Bay Constable, where he was responsible for enforcing maritime laws, promoting boater safety, and protecting natural resources throughout local waterways.

Joe’s commitment to the fire service spans more than 39 years as a volunteer firefighter, during which he held multiple leadership roles including Lieutenant, Captain, Assistant Chief, and Chief. He also served over 8 years as a trustee, contributing to the strategic direction and oversight of the department. Currently, Joe is working toward his National registry AEMT certification and maintains current CPR certification. His lifelong service reflects a deep-rooted dedication to protecting and serving his community. Joe is married with 1 daughter and 3 grandkids.

Randy Tew

Public Safety Officer

Randy Tew is a dedicated Public Safety Officer with Flowers Plantation, bringing decades…

of experience and a deep commitment to public service. A native of North Carolina, Randy graduated from South Johnston High School in 1980 and went on to earn an Associate of Applied Science in Agriculture Business from Fayetteville Technical Institute in 1983.
 
Randy began his career in public service as a Driver License Examiner with the North Carolina Division of Motor Vehicles in 1985, working in Greensboro and Durham. In 1989, he joined the North Carolina State Highway Patrol, where he served with distinction in Duplin and Johnston Counties. After a 28-year career as a State Trooper, Randy retired in 2013.
Following his retirement, Randy continues to serve the community as a Deputy Sheriff in the Courts Division of the Johnston County Sheriff’s Office, further demonstrating his lifelong dedication to public safety and justice. 
 
Randy resides in Clayton, North Carolina with his wife, Karen. They are proud parents to their son, Cole, a graduate of North Carolina State University who now works for the State of North Carolina.

Steve Amaon

Public Safety Officer

Steve serves as an officer with the Public Safety Division within Flowers Plantation…

Steve recently retired from the Johnston County Sheriff’s Office after 28 years of service. Steve served as a Lieutenant for more than two decades in the Patrol Division at the Sheriff’s Office.

After graduation from Clayton High School, Steve went onto receive his Bachelor of Science Degree in Criminal Justice from East Carolina University. While employed with the Sheriff’s Office, Steve obtained his Advanced Law Enforcement Certificate, along with the Service Award through the North Carolina Sheriff’s Training and Standards.
 
Steve and his wife Holly reside in the Clayton area. Steve has one daughter, Kaylee, who will be attending East Carolina University in the Fall. In addition to working with Flowers Public Safety, Steve is still employed part-time with the Johnston County Sheriff’s Office as a Deputy in the Courts Division.

Tim Gupton

Public Safety Officer

Tim recently retired from the United States Probation Office in Raleigh, NC…

after nearly 30 years of service in both federal and state probation. Throughout his career, he dedicated himself to promoting safety, accountability, and rehabilitation, building lasting relationships within the justice system and the communities he served.

A proud graduate of Wake Forest University, Tim holds a Bachelor of Arts in Sociology, along with an advanced corrections certificate from the North Carolina Department of Justice. He also maintains his Advanced Emergency Medical Technician certification through the NC Office of Emergency Medical Services, a reflection of his continued commitment to helping others and being ready to step in when needed.

As a lifelong resident of Franklin County, Tim has a deep appreciation for community and service. He currently lives there with his son, Jackson, who is a junior at Appalachian State University. Outside of work, Tim enjoys staying active, connecting with neighbors, and supporting local initiatives that strengthen the place he has always called home.

Tyler Clark

Public Safety Officer

Tyler holds a B.S. in Criminal Justice from Western Carolina University

and retired in 2021 from the North Carolina State Highway Patrol after 30 years of dedicated service. Throughout his career, he served in a variety of roles across the state, including Field Operations, the Training Academy, Internal Affairs, and Patrol Headquarters. He concluded his tenure with the Highway Patrol as a Lieutenant at Troop C Headquarters in Raleigh.

Tyler brings a wealth of knowledge and experience in law enforcement to his current role and remains committed to serving the citizens of North Carolina. He resides in Flowers with his wife, and together they are proud parents of two children who attend N.C. State University.
